The Samara region was among the subjects of the country with the largest amount of support provided under the state program payroll 3.0

The Samara Region is among the top ten regions of Russia in terms of the amount of support provided to businesses under the state payroll 3.0 program. The program was resumed by the government of the Russian Federation in the fall of 2021 to help entrepreneurs affected by the forced suspension of activities during non-working days. Governor Dmitry Azarov instructed the relevant ministries to proactively inform business representatives about existing tools, provide the necessary clarifications, assist in processing applications for subsidies and loans, as well as monitor the situation on a daily basis and provide up-to-date data. Let's help the business as much as possible to properly draw up documents and receive the support measures, they need, - the head of the region set the task. As a result of the payroll 3.0 program, participating banks issued 664 preferential loans to entrepreneurs in the Samara Region for a total of 2.4 billion rubles. The program offered comfortable lending conditions: a rate of 3% per annum, a six-month deferment for the payment of principal and interest, as well as an extension of the payment period for those who had already applied for a preferential loan under the first stage of the payroll 3.0 program. The state program of concessional lending to enterprises from the affected industries has once again demonstrated its relevance and timeliness. Entrepreneurs in our region actively used the opportunity to get cheap money and use it for any needs related to doing business. The program was aimed not only at resuming the activities of enterprises affected by forced downtime, but also at maintaining employment. The main condition for obtaining a loan was the preservation by the entrepreneur of at least 90% of employees, - said Dmitry Bogdanov, Minister of Economic Development and Investments of the Samara Region. - At the regional level, there are their own financial support instruments - preferential microloans of the Guarantee Fund of the Samara Region at a rate of 1% per annum. In total, over the past year, the Fund provided entrepreneurs and the self-employed with 255 microloans for a total of 524 million rubles. The Samara region has an integrated approach to supporting small and medium-sized businesses. So, for entrepreneurs, support is provided in terms of tax incentives. For entrepreneurs in the Samara region using the simplified taxation system, the rates for the simplified tax system for 2021 have been reduced three times in the region. The benefit can be used by small and medium-sized businesses from the affected industries, whose income level has decreased by 20% or more compared to the income level for 2019. Newly created individual entrepreneurs living or working in small settlements (with a population of up to five thousand people) also fall under the preferential tax rate. For entrepreneurs who have just registered their activities and acquired a patent or apply the simplification, there are tax holidays. Their validity is extended until December 31, 2023. The moratorium on inspections of small and medium-sized businesses continues to operate. This will significantly reduce the administrative burden on entrepreneurs.
